2 Is there a Health Examination Required When Changing a Driver's License to a PET Card?
According to Article 38 Circular 12/2017/TT-BGTVT, the application for changing a driver's license is specified as follows:
- Application to change driver's license according to the form specified in Appendix 19 issued with Circular 12/2017/TT-BGTVT.
- Copy of driver's license.
- Copy of valid ID card/citizen identification card/passport with ID card number or citizen identification card number (for Vietnamese people).
- Copy of valid passport (for foreigners and Vietnamese residing abroad).
- The driver's health certificate is issued by a competent medical facility according to regulations, except for the following subjects:
- People with driving licenses of class A1, A2, A3.

- People who do not meet prescribed health standards.
- Vietnamese people with foreign driver's licenses with a period of stay abroad of less than 03 months and a period of stay that is not consistent with the driver training period of the country that issued the driver's license.
- Temporary foreign driver's license; international driver's license; Foreign, military, or police driver's licenses are expired as prescribed, erased, torn, or have differences in identification.
- Foreign driving licenses are not issued by competent authorities.
- Driver's license from the Transport sector but not in the driver's license information system or list of driver's license issuance (management book).
