First of all, you must know about the cases in which you are entitled to change your B1 driver's license: According to the provisions of Clauses 2 and 5, Article 37 of Circular 12/2017/TT-BGTVT Specific road motor vehicle driving license training training:
The holder of a driving license with a term must change the driving license before the expiry date; Driver's license holders whose driving license is damaged and still valid may have their driving license changed.
Subjects to change driving license:
- Vietnamese and foreigners who are trained, tested, and granted driving licenses in Vietnam;
- The holder of a driver's license issued by the transport sector is damaged;
So, you will be entitled to re-issue if your B1 driver's license is still valid. In case the B1 driver's license has expired (expired), you must retake the test to get a new license.
1. B1 Driver's License Expired Or Expired Less Than 03 Months
According to Clause 2, Article 36 of Circular 12/2017/TT-BGTVT, the holder of a lost driving license needs to prepare 01 set of application documents for re-issuance of the driving license as follows:
Records include:
- An application form for re-issuance of a driver's license according to the prescribed form;
- Original documents with driver's license (if any)
- The driver's medical certificate issued by a competent medical facility according to regulations;
- A copy of the people's identity card or citizen identification card or a valid passport with the number of the people's identity card or citizen identification card (for Vietnamese) or a valid passport (for the Vietnamese). with foreigners, Vietnamese people residing abroad).
* Fee for re-issuance of driving license: 135.000 VND/time.
When going to carry out the procedures for re-issuance of a driver's license at the Directorate for Roads of Vietnam or the Department of Transport, the driver sends 01 set of documents, takes photos in person and presents the originals of the above documents. (except for the originals sent) for comparison. After 02 months from the date of submission of complete documents, take photos and pay the prescribed fees, if it is not detected that the driver's license is being seized and handled by the competent authorities; whose name is in the records of the testing management agency, the driver's license will be re-issued.
2. B1 Driver's License Expired From 03 Months Or More
According to Clause 3, Article 36 of Circular 12/2017/TT-BGTVT: “The holder of a driving license is lost, has expired by 03 months or more, is listed in the dossier of the testing management agency, does not In the case of being seized and handled by competent agencies, after 02 months from the date of submission of complete and valid dossiers as prescribed, the following items must be re-examined:
- Past the expiry date from 03 months to less than 01 year, must take the theory test again;
- Past the expiry date of 01 year or more, both theory and practice must be re-tested.
The driver makes 01 application and sends it directly to the Directorate for Roads of Vietnam or the Department of Transport.
Dossier for re-examination includes:
- A copy of the people's identity card or citizen identification card or a valid passport with the number of the people's identity card or citizen identification card for Vietnamese people; valid passports for overseas Vietnamese;
- Copy of passport with validity of more than 06 months and temporary residence card or permanent residence card or diplomatic identity card or official identity card for foreigners;
- The driver's medical certificate is issued by a competent medical facility according to regulations.
- An application form for change (re-issuance) of a driver's license, made according to the prescribed form, with the date of receipt of the application by the receiving agency;
- Original copy of lost driver's license (if any).
B1 driving test fee:
- Theory test: 90.000 VND/time;
- Practical test in the picture: 300.000 VND/time;
- Practice test on public transport: 60.000 VND/time.
3. Notes when renewing driver's license B1
– Both cases are not required to submit original documents. But if you no longer have the original profile and need to re-establish the original profile, then according to Clause 8 Article 36 of Circular 12/2017/TT-BGTVT:
“The driver makes 01 application and sends it directly to the Directorate for Roads of Vietnam or the Department of Transport (where the driver's license is issued). Records include:
- An application form according to the prescribed form;
- Copy of driver's license, identity card or citizen identification card or valid passport.
The driver licensing agency checks, certifies and stamps, clearly stating the number, class of the issued driver's license, the date of the test (if any), the name of the training institution (if any) in the upper right corner. must apply and return to the self-custodial driver to replace the original records.”

- The dossier-receiving department of the Department of Transport where the driving license has been issued;
